I’ve used a ton of time tracking tools. Honestly, the best tools out there are those that integrate into the rest of what you’re doing. It’s a pain to have to deal with time tracking as a separate application when you’re using other apps for things like project management, billing, and even CRM.
A powerful, easy to use app I’d recommend checking out is WORKetc. It integrates project management, time tracking, billing, and sales into one web based app. This allows for added functionality like converting timesheets into invoices, converting leads into invoices, grouping timesheets with projects and other items, as well as plenty of other things.
WORKetc has a mobile app and desktop timer widget, so you can track hours from basically anywhere.

RescueTime also a good time tracking tool.
I used Paymo (http://www.paymo.biz) initially and then switched to Curdbee (http://curdbee.com) as I like their simple interface.

At NöRD we also use toggl. Very easy and straightforward. Great for timetracking – ressourcemanagement is missing though. But give it a try as it might fulfil your needs.

Yanomo – Time tracking and Invoicing
I agree with David M., if you’re going to do good time tracking, the tool of choice needs to integrate into what you use regularly.
If you’re a regular Microsoft Outlook user, you may want to give Ceptara’s Organizer for Outlook a try. The Outlook add-in introduces the notion of a project into Outlook, then using your calendar, you can track the time spent on any given project. (www.ceptara.com/products/organizer).
The tool also integrates some key time management habits, e.g. processing your email into action using the 5Ds to achieve zero inbox, use of Projects and Focuses (GTD Contexts) to gain more focus on key task lists, use of time tracking and metrics to improve planning, etc.
The tool is in use by consultants (like me), lawyers, preachers, pretty much anyone who makes a living by leveraging their time. It’s worked for me for over 3 years!
